China's PV industry should break the "double-reverse" spell as soon as possible

As a dominant industry of China's new energy, the photovoltaic industry has created many myths in terms of exports. However, the photovoltaic industry has always been the industry with the most “double opposition” in Europe and the United States. Recently, the US Department of Commerce announced that it has dumped and subsidized the crystalline silicon photovoltaic products exported to the United States, and the US will impose a "double-reverse" tariff. In this regard, the author believes that for the frequent counter-investigations of China's photovoltaic industry in Europe and the United States, the most important issue for Chinese PV companies is how to break through the "double-reverse" bond and ensure the healthy and sustainable development of the photovoltaic industry.

The US Department of Commerce finally released the final result of the second double-reverse of PV products in China on the 16th local time. The final result determined that the dumping margin of mainland Chinese manufacturers was 26.71% to 165.04%, and the subsidy ranged from 27.64% to 49.79%. According to US statistics, the total amount of crystalline silicon photovoltaic products exported to the US in 2013 was US$1.5 billion. According to the US trade remedy procedure, the US International Trade Commission (ITC) will make a final ruling on January 29 next year. If the institution also makes a positive final ruling, US Customs will officially levy a "double-reverse" tariff.

In this regard, the China Chamber of Commerce for Electrical and Mechanical Industry said that the investigation still has major defects in some important aspects, especially the product scope determination violates the usual practice of the US Department of Commerce and is inconsistent with the WTO rules. In addition, in the case of Chinese companies actively defending and submitting strong evidence, the US Department of Commerce not only failed to adopt the views of Chinese companies, but also further expanded the product range, and the product range was vague and not operational. This is an irresponsible practice that has caused undue harm to the legitimate interests of Chinese companies.

The author believes that for the unreasonable or irresponsible practice of the United States in conducting a "two-way" investigation of the Chinese PV industry, Chinese companies must fight against the end, and actively use WTO rules to protect the legitimate rights and interests of Chinese enterprises and create freedom. A fair new trade order. As a member of the WTO, China has assumed corresponding responsibilities and obligations and should enjoy corresponding powers and interests.

But at the same time, Chinese PV companies must actively seek the "self-help" road.

On the one hand, photovoltaic companies must work hard. In order to overcome the problems of the key technologies and equipment of the photovoltaic industry relying on imports, the domestic solar power generation system cannot be smoothly connected to the grid, and the management system is imperfect, the photovoltaic enterprises should strengthen domestic basic research work, develop domestic high-end equipment manufacturing industry, and reduce dependence on imports. At the same time, it is necessary to strengthen market access management, optimize industrial layout, and prevent blind expansion of production capacity and disorderly competition in the market.

On the other hand, PV companies should increase the pace of “going out”. Due to the long-standing problems of the market and technology in China's PV industry, this has greatly restricted the sustainable development of PV companies. Therefore, increasing overseas direct investment will provide photovoltaic companies with opportunities to further penetrate overseas markets. If PV module production capacity is transferred overseas, direct investment in photovoltaic power plants will enable enterprises to acquire more local market information and lay their own sales channels. Efficiently turning passive into initiative can also become a "double-edged" strategy for China's PV industry to respond to European and American anti-dumping sanctions and digest excess capacity.
