The "Plan" proposes that by 2015, the added value of non-ferrous metal new materials will increase from 8% in 2010 to 15%. During the “Twelfth Five-Year Plan” period, with the development of strategic emerging industries such as information industry, new energy, new equipment manufacturing, marine engineering, bioengineering, and defense science and technology industries, non-ferrous metal industrial materials will provide important support. At present, aluminum foil with foil, large industrial aluminum profiles, precision copper foil, titanium rods, magnesium die castings, etc. are close to or reach the international advanced level. The Ministry of Industry and Information Technology explained that the "Non-Ferrous Metals Industry" is still in the low-end part of the international industrial chain division. The global resource allocation capacity has not yet been formed. Most enterprises are only producers of certain links of non-ferrous metals. The imbalance between mine production capacity and downstream smelting and processing capacity is expanding. The development of new alloys is basically based on imitation of foreign countries. Products such as aluminum slabs for aerospace and high-purity metals for integrated circuits still rely mainly on imports.
