Article 22 An enterprise that produces or stores dangerous chemicals shall entrust an institution with the qualifications stipulated by the state to conduct a safety evaluation every three years on the safe production conditions of the enterprise and submit a safety evaluation report. The content of the safety assessment report should include a plan for rectifying problems in the safe production conditions.

Enterprises that produce or store dangerous chemicals shall report the implementation of the safety evaluation report and the rectification plan to the safety production supervision and administration department of the local people's government at the county level for the record. Enterprises that store dangerous chemicals in the port area shall report the implementation of the safety evaluation report and the rectification plan to the port administrative department for the record.

â—¢ Article 24 Hazardous chemicals shall be stored in dedicated warehouses, special sites or special storage rooms (hereinafter collectively referred to as dedicated warehouses) and managed by special personnel; highly toxic chemicals and other dangerous chemicals that constitute a major source of danger. Products should be stored separately in a dedicated warehouse, and a two-person transmission and reception and double-custodian system should be implemented.

The storage methods, methods and storage quantities of hazardous chemicals shall comply with national standards or relevant national regulations.

Article 25 Units that store dangerous chemicals shall establish a verification and registration system for the entry and exit of dangerous chemicals.

For other dangerous chemicals that pose a significant hazard to the highly toxic chemicals and the quantity of storage, the storage unit shall report the storage quantity, storage location and management personnel to the local production safety supervision and administration department of the county-level people's government (in the port area) If it is stored, it shall be reported to the port administrative department and the public security organ for the record.

Article 21 A port operator engaged in the operation of dangerous goods shall, after obtaining the operational qualifications, entrust an evaluation agency with corresponding qualifications to conduct a safety evaluation of the safety production conditions of the unit every three years and submit a safety evaluation report. The content of the safety assessment report should include a rectification plan for safety production hazards.

The port operator engaged in dangerous goods operations shall report the implementation of the safety evaluation report and the rectification plan to the local port administrative department for the record.
