Guidelines for environmental access in the furniture manufacturing industry


Chapter 1 General

1.1 In order to effectively improve the current status of environmental pollution in the furniture manufacturing industry of our city, standardize the environmental management of the furniture manufacturing industry, and protect public health, in accordance with relevant laws and regulations, combined with the actual situation of this city, we have specially formulated the "Guidelines for the Environmental Access of the Furniture Manufacturing Industry in Suqian City" (below Referred to as "Guidelines").

1.2 The "Guidelines" are applicable to the environmental impact assessment, environmental protection facility design, environmental protection acceptance of completed construction, and related environmental supervision and control activities after the city's new construction, renovation and expansion of furniture manufacturing enterprises (excluding production activities that provide raw materials for furniture manufacturing).

Chapter 2 Site Selection

2.1 Newly-built furniture manufacturing enterprises should enter industrial parks or township industrial concentration areas. The list of industrial concentration areas shall be determined jointly by the Environmental Protection Bureau of Suqian City and the county (district) government . Industrial parks or township industrial concentration areas must carry out regional planning and layout, prepare plans, and carry out planning environmental impact assessment according to law.

2.2 Newly built, renovated and expanded furniture manufacturing projects should comply with special plans such as regional environmental functional zoning, main functional zone planning, general land use planning, and urban and rural planning, as well as local air pollution prevention, water environmental protection, and ecological protection red lines.

2.3 The sanitary protection distance of the furniture manufacturing industry shall meet the requirements specified in the EIA documents. There shall be no sensitive protection targets specified in the "Category of Environmental Protection Classification Management of Construction Projects" such as residents and schools within the sanitary protection distance. Furniture manufacturing projects without painting process should meet the requirement of at least 50 meters of sanitary protection distance; if there are painting process projects, the surrounding area should meet the requirement of at least 100 meters of sanitary protection distance.

2.4 The enterprise shall establish a smooth public participation platform to resolve environmental issues raised by the public in a timely manner and satisfy the public's reasonable environmental demands. In accordance with the requirements of the "Environmental Information Disclosure Measures (Trial)", the company's environmental information should be regularly released, and it should actively accept social supervision.

Chapter 3 Regional Environmental Quality

3.1 The air quality of the area where the newly built, renovated and expanded furniture manufacturing project meets the second class area and above standards in the "Ambient Air Quality Standards" (GB3095-2012).

3.2 If the environmental quality requirements are not met, the reasons should be found around the over-standard factors, and comprehensive treatment should be carried out in a targeted manner; before the standards are met, no new furniture manufacturing projects shall be allowed.

Chapter IV Production

4.1 Furniture manufacturing projects should comply with relevant requirements such as the "Guidance Catalogue for Industrial Structure Adjustment (2011 Version)" and "Guidelines for Jiangsu Province Industrial and Information Industry Structural Adjustment Guideline ((2012 Version)"), and adopt new technologies.

4.2 The coatings used in furniture manufacturing projects should meet the requirements of relevant laws, regulations and relevant documents of the current country, province and city. That is, new furniture manufacturing projects must use water-based, high-solids, UV-curable paints and other environmentally friendly paints with low VOCs content or use a spray plastic process, and the use of solvent-based paints is prohibited.

4.3 Furniture manufacturing projects are more concentrated. The park encourages supporting construction of external coating surface production lines.

Chapter V Pollution Prevention

5.1 The design and operation of the air pollution environmental protection project supporting the project shall meet the requirements of the "Guidelines for the Control of Volatile Organic Compound Pollution in Key Industries of Jiangsu Province".

5.2 For enterprises with spray booths and drying booths, the spray booths and drying booths should be set up as completely enclosed enclosures and equipped with organic waste gas collection and treatment systems. Open-air and open spraying operations are prohibited.

5.3 The process route of the exhaust gas pollution control measures supported by the enterprise should be selected reasonably after comprehensive analysis based on factors such as the amount of exhaust gas produced, the composition and nature of pollutants. The total collection and purification treatment rate of VOCs should not be less than 75% , and meet the requirements of the "Vulcan Organic Compound Emission Standards for Surface Coating (Furniture Manufacturing) in Jiangsu Province (DB32-3152-2016)", without odors and without disturbing the people.

5.4 The dust-generating section should be equipped with high-efficiency bag dust removal device to ensure that the dust meets the standard discharge.

5.5 Strengthen the control of unorganized emissions of dust and VOCs during the production process to meet national and local standards.

5.6 If heating and drying are required, clean energy shall be used as fuel, and highly polluting fuel shall not be used. Furniture manufacturing projects with more concentrated parks should gradually realize centralized heating; the districts have not yet achieved centralized heating. The construction projects should use shaped biomass particles as fuel and be equipped with high-efficiency bag dust removal devices.

5.7 Reasonably configure exhaust gas discharge tube facilities.

5.8 There should be centralized sewage treatment facilities in the area. After the pre-treatment of the wastewater discharged by the enterprise reaches the takeover standard of the sewage treatment plant, it is connected with other general domestic sewage into the municipal sewage pipe network and discharged into the centralized sewage treatment facility for treatment.

5.9 General solid waste and hazardous waste generated during the production process shall be properly disposed of. According to the principles of reduction, recycling, and harmlessness, various types of solid waste are collected, regulated temporarily, and safely disposed of.

Hazardous wastes shall be entrusted to qualified units for disposal in accordance with the relevant provisions of the “Law of the People ’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes”, “Control Standards for Pollution of Storage of Hazardous Wastes”, and “Administrative Measures for the Transfer of Hazardous Wastes”

5.10 The noise generated during the production process should meet the requirements of the "Environmental Noise Emission Standards for Industrial Enterprises' Boundaries" (GB12348-2008) and the relevant control requirements for the quality of the acoustic environment of urban functional areas.

5.11 The total amount of pollutants such as COD, ammonia nitrogen and sulfur dioxide, nitrogen oxides, volatile organic compounds and other pollutants discharged by the enterprise shall be controlled.

Chapter VI Supplementary Provisions

6.1 The "Guidelines" are interpreted by the Suqian Environmental Protection Bureau.

6.2 This "Guidelines" shall come into force on the date of promulgation.
