China's SME Social Responsibility Guide was first introduced

The SME Cooperative Development Promotion Center and the National Council of Small and Medium Enterprises recently released the "China SME Social Responsibility Guide" in Beijing. The Guide focuses on “responsibility management”. According to the core stakeholders of SMEs, it proposes four categories of fulfilling social responsibility requirements: employee responsibility, environmental responsibility, market responsibility and community responsibility.

SMEs are an important force in promoting economic and social development, and an important foundation for prospering the economy, increasing employment, improving people's livelihood, and promoting innovation. China's SMEs account for more than 99% of the total number of enterprises in the country, creating about 60% of the total economic volume, 50% of the fiscal revenue, providing nearly 80% of urban jobs, researching and developing more than 60% of invention patents, more than 75% Enterprise technology innovation and more than 80% of new products.

Compared with large enterprises, SMEs are often limited by their own conditions in understanding and fulfilling their social responsibilities. However, SMEs are more proactive in learning, diligent in innovation, closer in employee relations, and relatively simple and clear in stakeholder relationships. Their social responsibility has a relatively limited scope and it is easier to focus resources on priorities.

The Guide summarizes the four basic strategic ideas of how SMEs can give full play to their advantages and fulfill their social responsibilities, but it is not mandatory. SMEs voluntarily choose and apply them according to their own needs and advantages. At the same time, they can be applied separately. It can also be applied in conjunction with other social responsibility standards, guidelines or initiatives.

Based on the status quo and development rules of SMEs, the Guide follows the principle of combining theory with practice. It is based on the promotion of SMEs' social responsibility awareness and ability level. It is hoped that SMEs will effectively improve social responsibility management. Enhance the performance of SMEs in respecting human rights, caring for employees, protecting the environment, maintaining market order, and promoting community development, so that these positive factors can be transformed into the core elements of enterprises participating in market competition, and enhance their own competitiveness in the region and the industry. .

The Guide believes that employees as human resources are the core assets of SMEs. Protecting employees' rights and interests is the primary responsibility of SMEs. Although SMEs have limited environmental impact, SMEs will have a fundamental impact on the environment. Therefore, SMEs should Take a nuance to take measures to reduce the negative impact on the environment in all aspects of production management and product services; improve customer and consumer relations, promote a cooperative market environment, and encourage equal competition. The community in which SMEs are located is not only the social environment on which they depend for growth and development. Therefore, SMEs should use their internal and external resources to participate in community activities and achieve synergy between themselves and the community.

In order to help SMEs understand social responsibility comprehensively, scientifically and systematically, and fully, effectively and reasonably carry out social responsibility management practices, the Guide also provides a small and medium-sized small self-assessment question (or indicator). The CSR Basic Self-Assessment Form can be used as a basic reference for identifying the main risks and challenges of corporate social responsibility and determining recent social responsibilities.

It is understood that from next year, the SME Cooperative Development Promotion Center and the National Council of SMEs will actively mobilize internal resources, introduce external resources in multiple directions, and implement the Guide in a step-by-step, clustered manner among SMEs across the country, including enterprises. Fundamental and thematic training of social responsibility, the preparation and publication of corporate social responsibility reports, and corporate social responsibility management consulting.
